...because they're just that freakin' awesome. The high damage and slow firing speed simply make them fun to use, since the player is forced to time his shots right.
Because shot guns are fricken awesome. I mean come'on who doesn't like blowing someone apart in Gears of War? But my favorite gun by far is the sniper.

sniper rifles require much more aiming skill yes, but actually getting to use the shotgun is the hard part. It is almost useless outside of close range and requires far smarter positioning than a sniper ever will. Sure oyu could camp, but that doesn't work on higher level players

Shotguns are awesome because they just feel and sound powerful. Also, they are normally the most efficient at demolishing all opposition (with the exception of all explosive weapons).
Mass Effect's shotgun might as well be called the "make dead" gun. I fire at geth from a range that should make all but the assault rifle invalid and still one-shot them.
