Also, Mythbusters have proven that time wasn't a factor in the amount of bacteria that gets on food when its dropped somewhere.

Depends on the type of food that drops, if it's visibly dirty when I pick it up or the location that I was in when it fell. Like if I'm in a public washroom and drop a sucker on the floor it's garbaged, but if I did the same thing at home, or some one's house that I knew was clean, I would just run it under some water and go.
A recurring topic. Depends on the floor AND food. If it's "wet" like for example spaghetti and sauce, I can't eat it of the floor as particles are more likely to stick on it. Dry food, like chips on the other hand is less likely to have unwanted particles stuck on them. Maybe some, but not enough to stop me from devouring it. I don't eat anything off the floor in public places though.
There are also specific rules about carpeted floor, but I can't remember it right now.

Depends on the food for me. Anything wet or sloppy is a big no. Anything hard like candy or something is fine.

I don't get the 5 second rule, as soon as food touches the floor it's dirty, its not gonna be dirtier if you leave it for 6 seconds.
Also, no i don't, I let my dog eat it.
They did this on Mythbusters already. "Wet" food contaminates more than "dry" food, but the amount of time spent on the floor does not increase the longer the food stays there. 3 seconds or 15 seconds, it's all the same. Of course, this is assuming all floors are equally dirty.
Besides, the dog seems to be doing okay.
