I just learned today that is legal for a women to go topless

In public. Down the street or any where. Besides stores or so on that have sign saying you need a shirt.  The law was made to make sure law was equel to men and women.
 
Before law was only men could walk down street and so no with no top but now women can just as men are aloud.

You can walk around nude in some areas of Vermont. A few years back I used to see people walking around naked a bunch in Burlington. Then again, it's only really viable for a couple of months out of the year since it's Vermont and it gets cold here really quickly.

Men who walk down the street with no top on are generally wankers looking for attention because they have a 4 pack, so women who do it will be just as bad.

There are a lot of rights that people don't know they have.  Like in many cities in the US, it's perfectly legal to open-carry a firearm.  You just need a permit for concealed-carry.  But people, including the police, often don't know this. 
 
However, to say that "a city can't make it illegal, it's a right all women have" is simply not true.  In many places in the US, it's considered indecent exposure.  Slowly places have been making it legal. 
 
But as others have already said, for the most part, I'm not sure that's something you'd REALLY want to see.  I mean, c'mon - do you want to see Oprah topless?  I sure don't.

Good on them. I remember watching an episode of Cops a while back and some "dude" was walking around without a shirt and got pulled over and chewed out by the cops. The funny thing was they blurred his chest because he was taking female hormones which caused his tits to start swelling.
