I'm not worried so much about this, so several of my friends will be.
After all, when the Digital Economy Bill gets passed, all the internet will be illegal in the UK. (Near enough).

Just a suggestion, but for once actually read the bill.
(1) It is an offence for a person to be in possession of a prohibited image of a child.
(2) A prohibited image is an image which—
(a) is pornographic,
(b) falls within subsection (6), and
(c) is grossly offensive, disgusting or otherwise of an obscene character.
(3) An image is “pornographic” if it is of such a nature that it must reasonably be assumed to have been produced solely or principally for the purpose of sexual arousal.
(4) Where (as found in the person’s possession) an image forms part of a series of images, the question whether the image is of such a nature as is mentioned in subsection (3) is to be determined by reference to—
(a) the image itself, and
(b) (if the series of images is such as to be capable of providing a context for the image) the context in which it occurs in the series of images.
(5) So, for example, where—
(a) an image forms an integral part of a narrative constituted by a series of images, and
(b) having regard to those images as a whole, they are not of such a nature that they must reasonably be assumed to have been produced solely or principally for the purpose of sexual arousal,
the image may, by virtue of being part of that narrative, be found not to be pornographic, even though it might have been found to be pornographic if taken by itself.
(6) An image falls within this subsection if it—
(a) is an image which focuses solely or principally on a child’s genitals or anal region, or
(b) portrays any of the acts mentioned in subsection (7).
(7) Those acts are—
(a) the performance by a person of an act of intercourse or oral sex with or in the presence of a child;
(b) an act of masturbation by, of, involving or in the presence of a child;
(c) an act which involves penetration of the vagina or anus of a child with a part of a person’s body or with anything else;
(d) an act of penetration, in the presence of a child, of the vagina or anus of a person with a part of a person’s body or with anything else;
(e) the performance by a child of an act of intercourse or oral sex with an animal (whether dead or alive or imaginary);
(f) the performance by a person of an act of intercourse or oral sex with an animal (whether dead or alive or imaginary) in the presence of a child.

It doesn't "ban anime". It bans hentai which contains children under the age of 18. The two important parts of the act are this:
Subsection 7 basically lists many sexual acts, from oral sex to anal sex, and everything between.62
(2) A prohibited image is an image which—

(c) is grossly offensive, disgusting or otherwise of an obscene character.
(6) An image falls within this subsection if it—
(a) is an image which focuses solely or principally on a child’s genitals or anal region, or

And this:
So essentially it covers pornographic material conveying images of a person under 18. Which is not mainstream anime. It isn't even a lot of hentai. And the hentai it does ban - I say good riddance. That stuff is sick. It should be banned. This is a good law if you ask me.65.
(5) “Child”, subject to subsection (6), means a person under the age of 18.
(6) Where an image shows a person the image is to be treated as an image of a child if—
(a) the impression conveyed by the image is that the person shown is a child, or
(b) the predominant impression conveyed is that the person shown is a child despite the fact that some of the physical characteristics shown are not those of a child.
You people are overreacting. It's just banning sexual underage content. It's the same thing that was proposed in Japan but failed. You honestly think they would try to ban Pokemon?
They are just banning Lolita/underage Hentai, not every Anime.

The bill is designed to make cartoon / drawn content of under-age children in sexual situations, positions or acts illegal. It's basically making cartoon child porn illegal. How is that a bad or unfair law to pass?
If this happens to inadvertently and subsequently make a vast majority of current anime and manga on the market illegal then maybe the industry needs to stop selling products with cartoon child porn in it?

Tons of overreaction ITT but the anime vice one is absolutely fucking hilarious. Good riddance to this shit since its creepy as fuck and I'm glad it pisses off people who like it since they are scum hth.
That Digital Economy Bill is pretty bad stuff though, although here in Ireland our biggest provider of internet has blocked access to the pirate bay and enacted a "three strikes and your out" system for different stuff. They also apparently blocked access to giantbomb for a while for some reason, glad I'm not with them anymore.

Apparently this thing came into full effect at the start of february. I don't watch any anime on tv, but I haven't heard of any big changes and shake-ups. I don't think it'll affect the standard 'anime watcher' in any meaningful way. I doubt that the crap that this restricts against isn't even being shown in the first place. The only place you could view the material is on the internet, where the law is virtually non-enforceable anyway.

As to where to draw the line...anime is not really an issue as much as videogames, so it's hardly going to come under attack from anyone in the House of Commons until some idiot links it to a murder or some such rubbish.
What does it advocate? The protection of children. Either directly, or to use an EU term, through Indirect Effect. Stop people buying/watching this crap, less likely to give them bad ideas.
Why? Is it really that surprising considering the current climate of child murders (at least 1 a week), the whole catholic church scandal and the labour government's agenda to make everything politically correct?
