I get the strong impression that Lil Wayne, more so than anyone in the current entertainment industry, is at no point at any hour of the day fully conscious of his surroundings.
It makes sense if you listen to some of his songs. He sort of stops rapping, and just starts making sounds. Sounds that are probably words, but he didn't feel like moving his mouth or something.
Say what you want about Lil Wayne, but he is practically on every other song on the radio station. It seems like I can't even turn on the radio without hearing Lil Wayne on someone else's song.

I know someone that sees him all the time at their Job at a mall in South Florida. Weird. I don't really care about his rapping. It's doesn't hit me as anything special, but I am no hip hop connoisseur. I do listen to the Hippidy Hoppidy.

I disagree. He`s a lazy junkie who is labelled as a pioneer or some other shit for whatever reason.
He doesn't use any new or innovative techniques, but he's got some really damn catchy songs and a fairly nice flow. His lyrics are pretty dumb for the most part but occasionally they can be on par with, say, a Jay-Z.
