It's probably because the game still has two weeks left before release. Most games aren't marketed more than two weeks before their release. You want the game to be fresh in people's minds days before a game ships--not months.
Dragon Age: Origins for $15? Yeah, I'd say that's a pretty good price. You might be able to find it a few dollars cheaper somewhere else, but there's no hassle or risk with Steam. I say go for it.
It really depends on how badly you want to replay those games. I enjoyed the combat system in the PC version of Dragon Age: Origins, but I haven't played the PS3 version so I can't give an honest comparison. If you really want to replay those games and you have a computer that can run them then go for it. It's all up to you though.
As for Jade Empire, I haven't played it myself but I've heard good things about it. It's probably worth a try for $13.
