The GB game wiki entry for SMB Special asserts that:

Super Mario Bros. Special is a sequel to Super Mario Bros. created by Hudson Soft

But I've always thought of the game as a port, rather than a sequel. Many games ported to the C64, Atari 2600, or even the NES, are significantly altered from their original versions in order to accomodate the target hardware. I believe that that's what's going on here. It's a shoddily-made, inaccurate port, but still a port IMO.
