Crackdown 2's open nature can lead to some cool moments, but even the cool moments feel like they were lifted directly from the previous game.

While the original Crackdown presented players with a handful of goals, its real appeal was as an open environment for players looking to screw around with another player via Xbox Live. For better or for worse, Crackdown 2 picks up precisely where the first game left off. If you're driven by set goals, you'll complete most of the meaningful tasks in around 10 hours, after which you'll probably shrug and move on. But if you're the type to just get in and blow up random cars with a few friends, well, Crackdown 2 can be a lot more than its missions.

Like the previous game, Crackdown 2 comes to you with a razor-thin premise: you're an agent of The Agency, and your task is to protect Pacific City. Two factions are out there, stirring up trouble. Cell is a terrorist group that takes the place of the gangs found in the previous game. The freaks are infected mutant creatures that roam the streets, spitting up acid and swiping at you with their claws. The freaks are also sensitive to UV light, so your core task is to power up various beacons (which are protected by Cell, who seem to think that the Agency's hiding a cure for the freak virus) and protect light bombs as they charge up to take down underground freak nests. Once you activate all nine of the bombs, there's one last task to complete and then the credits roll. There's no character development as a part of the main storyline, and the only way to glean any sort of meaning out of the game is to find audio logs laying around the city or explore the various videos and information Microsoft has pumped out ahead of the game's release. Either way, most of that stuff is meaningless. As before, if you're coming into Crackdown 2 expecting to get some kind of story, you'll be thoroughly disappointed. That said, if you played the first game, you have a pretty good idea about what to expect from both the story and the action.

There are some gameplay additions and some things in place to take some of the monotony out of the game's more tedious tasks, but by and large, Crackdown 2 is Crackdown 1 with marginally better graphics. The visual enhancement mostly manifests itself as a much longer draw distance, which makes standing on tall buildings and looking around the city pretty cool. While this is the same Pacific City from the first game, the city's fallen on some hard times, so more of the buildings are torn up and there's a darker style to the proceedings. This further manifests itself via the game's day/night cycle, which mostly seems present so that someone could make a great "the freaks come out at night" reference. When the sun goes down, the roving Cell vehicles are replaced with streets full of freaks, who come right up out of the ground. It gives the game a Dead Rising sort of feel, as you're given plenty of opportunities to race through the city streets, mowing down hundreds of freaks as you do so. For the most part, the game can ably handle all of those on-screen enemies, but a few late-game moments have the frame rate chugging a bit more than you'd like.

The biggest change to the way Crackdown 2 plays is the addition of the wingsuit, a glide ability that lets you sort of fly around the city. It has a Pilotwings or Super Mario World slant to it, as you'll need to pitch yourself down to pick up speed before you can pull up and turn that speed into lift. But you won't get it until your agility rating is at its maximum level, and it's not especially useful--it's mostly there to give you a set of tasks where you need to glide through some rings placed around the world. Other changes make the race missions easier by removing the time you need to beat to win. Instead, it's more concerned with slapping your times onto an online leaderboard. Also, the cars no longer morph based on your driving skill, so if you don't want to always drive the SUV (or the sluggish tank, which is the last unlockable Agency vehicle), you don't have to. But, like the first game, driving is pretty pointless when you can move faster on foot. The annoying lock-on targeting, which likes to point your weapons at empty vehicles rather than the bad guys standing in front of them, hasn't changed a bit.

Really, most of the game hasn't changed a bit. The way you jump and the occasional hassle of climbing a building only to find that those windowsills, for some reason, aren't objects you can grab onto are precisely the same as the original game. With most of the additions aimed at streamlining elements of the first game or, at least, making them less of a pain to deal with, Crackdown 2 occasionally feels like a big patch for the first game.

That's the rub. It's disappointing that so much of Crackdown 2 is completely lifted from the first game, but even though the genre has moved on to bigger and better things, a lot of those things are still fun to do. And those things are made more interesting when added to the inherent excitement that comes from cooperative play. Now you can drag three additional players along with you as you work your way through the city. There's plenty of mayhem-driven fun to be had if you're the sort of player that can appreciate the game's open-ended approach. If you're a fiend for collectibles, the mere thought of running around and collecting more agility orbs (including new orbs that try to escape your grasp, which I simply found to be stupid and not worth the effort) probably already has your interest piqued. This time, the game's map tells you which areas still have orbs in them, and you can send out an inFamous-style ping to make orbs show up on your minimap for a few seconds. You won't need more than half of the game's 500 agility orbs to max out your jumping skills, though, so some casual orb hunting is more than enough to get you pumped up.

I completed the game's primary task in around nine hours, then found myself drawn back in to mop up a few secondary tasks, but after 13 hours total, I've done just about everything I want to do in Crackdown 2, and the ending feels just as tacked-on and thrown together as the rest of the game's "plot." That's when you're supposed to turn to the game's 16-player multiplayer mode, but nothing about that mode is the least bit engaging. Applying the Crackdown mechanics to team deathmatch leads to even more annoyance with the game's targeting system. Rocket tag, a game where one player tries to grab an orb and stay alive for as long as possible while the other players--all armed with rocket launchers--blow everything up to get the orb for themselves, is just pure chaos. It's a bad fit for the franchise and probably won't draw your attention away from the main campaign for long.

There's a narrow subset of people that will absolutely love Crackdown 2 for it's "it ain't broke, so we didn't fix it" approach to sequel development. Those people are probably still playing the first Crackdown, though, so they'll be in a perfect position to see just how little some portions of the game have changed. If you're in that group or if you're just looking for something absolutely mindless to do with a few online friends, Crackdown 2 is practically perfect for that. But if you've already had your fill of Crackdown, the second game doesn't make enough changes to drag you back into Pacific City for longer than it takes to see the credits roll.

Think this is probably a good example of possibly not having enough development time to further expand on the original concept in order to improve it. Ruffian was founded January 2009 so the game had a 1 year dev cycle with the old engine and assets, Did find the original really enjoyable though.

Same as the original, after playing the demo I don't think this has much lasting value at all. There's only so much enjoyment you can get out of collecting orbs, leaping from buildings and whatnot. I was already bored with it by the time the demo ran out.

Enjoyed the first one quite a bit. Never thought this sequel was going to go anywhere worthwhile. But I suppose it might be better appreciated if you hadn't played the first(?).

Me neither.  For reasons mentioned in Jeff's review, actually.  I did not really enjoy Crackdown as much as others did, and when I fired up the demo for 2, I was reminded why.

Three stars isn't really that bad of a score. That's around a 60/6.0, or slightly above average. The review text made it sound more like a two-star game. Not really complaining, just observing. I hated the demo. Not surprised by the negative scores.

Nice review. My time with the demo definitely reflects a stale feeling akin to Jeff's experience. I loved the original, but they barely did anything with it and, well, this is the result. It is a fun, dumb open-world game but not the cream of the crop in 2010.

I never played the first one, but from the demo this was not a game I'd be interested in playing in the least. It was pretty terrible, IMO.

There are enough changes for me to warrant a purchase and I had fun with the demo. It doesn't seem worth $60 so I'll wait for a sale. I hope this IP continues and the next game gets a much longer dev cycle.

This was basically the impression I got watching the quick look. I was wondering why Brad seemed so enthralled by it, I thought maybe I was crazy. But this review pretty much assures me.

@CreativeColossi:  Maybe, but personally I don't think that Call of Duty has refined its experience as much as you do, each year is pretty much the same. Call of Duty 4 and MW2 on a campaign front identical, on a multiplayer front they just loaded it with more crappy perks which I wouldn't really consider a refinement just more stuff that doesn't add anything to the gameplay.

I am pretty sure the game uses the older Renderware 4 engine still. But yeah the assets are not the best. Probably all has to stem from the fact that Crackdown was originally an Xbox title, oh and the development time for Crackdown 2 was nothing generous.

The last review Brad did was over a month ago. Kind of sucks that he could not even get a review out for Red Dead Redemption.

You really show you don't know what you're talking about here. While you may not care about perks, they were a great addition in terms of gameplay variety to CoD 4 and in MW2 were extensively improved upon. If you'd have stuck with CoD 4 and moved to MW2 you'd have noticed that while there were some new perks, a lot of old perks were retrofitted to be less annoying and more useful. In addition MW2 added the Spec Ops mode, which was another novel idea. This all comes down to experience; you can't just trot in and call Call of Duty some reiterative dribble when you're just not familiar with what it's actually built upon, same with games like Madden and FIFA. People love to say about Madden "oh it's the same with a roster update" but when they haven't played the games or just dislike the subject matter from the get-go, they really can't talk.

Kind of what I expected.  I think Brad was out on assignment last week, but Jeff seemed nearly as pumped for this game.  I'm fairly certain this exposes just how disappointing the sequel is.  The demo simply felt like more Crackdown and I don't think Crackdown still holds up even after only three years. 
 
Excellent review, Jeff.  You nailed all the points I was worried about.  I think I may give this a rental.

So if you have two reviewers. One who hates sport games and one who love them, wouldn't you let the person who likes sport games review the new Madden?
Jeff have never come across as a person who likes sandbox style open world games as much as the other reviewers on this site  and crackdown is much sandbox a game can get. A review should be aimed at the people who may consider to buy the game in the first place and that means it should be written by someone who likes the genre. There is a reason Dave reviewed Dragon Age for example.

I'll restate my original point which is simply that if a game has to revolutionise its own concept to be considered worthy then COD MW2 has done very little to be lauded the review scores it received last year because it wasn't all that different to COD4. On the 'you don't know what you are talking about' front grow up. I played a lot of COD4 and WAW, I just don't think that MW2 did enough to get the reviews scores it did. The campaign was a confused storytelling mess and the multiplayer something I have tired of, while the Spec Ops was a nice addition to the package it was hardly innovative.

That's a bummer. I had the impression that this would be deeper than the first (even if just a little bit) with the same "dick around" mechanics. Sounds like I'm better off re-buying the original for a fraction of the price.

Lots of people loved Uncharted 2 as well, which didn't innovate. This all kind of boils down to how you'd score a game, do you want to see innovation, or an improvement on old features? Call of Duty 4 was a revolution over Call of Duty 2 (both Infinity Ward productions), and while Modern Warfare 2 was not a revolution per se (and I agree, had overly positive reviews), it was proficient at what it did, just like Uncharted 2. Having played Call of Duty since the first release on PC, the series has come a long way technically speaking. The themes of MW2 and the storytelling is garbage, however. Sorry to call you out earlier, but it was hard to sit back and accept someone saying perks weren't an innovation when they in fact were. I respect your opinion though. =)

I'd say the number of people looking for the same experience Crackdown had is larger than a few, but still, disappointing they decided to take the route of rehashing all the old mechanics and game play. I'll pick it up though, that game is just too fun.

@CreativeColossi:  I didn't say that perks weren't an innovation, I just said that loading Call of Duty Modern Warfare 2 with more perks cannot be considered innovative.
 
On the Crackdown 2 front I enjoyed the first game and I enjoyed the Crackdown 2 demo, whether I will share the same opinion as Jeff once I have completed Crackdown 2 is a possibility, there are mixed reviews high, low and middle of the road like this one but I'll let my pre-order stand as I am sure I will get lots of enjoyment from this especially on the co-op front.

Jeff liked inFamous quite a bit. He may not be in love with sandbox games but he certainly doesn't hate them either.

The first game was amazing and if this one plays identically It's a definite purchase. I completed everything there was to complete in the first game and so this sounds perfect!

A three seems fair.  This game didn't really add a whole a lot to the basic formula which already felt pretty stale for me halfway through the first Crackdown.  I don't think I'll be picking this up.

3 stars is enough for me to buy this game. Orbs, orbs, orbs. I won't worry myself over lost potential but I think it's been long enough since the first crackdown for me to not identify how little it's changed until I play it quite a bit. Good to read the review though.
 
Something I would like to see, since the staff is so small at Giant Bomb, is a 'second' or 'third' opinion section in the review, where several other reviewers chip in a paragraph similar to the summary paragraph but their own thoughts. This would mean that several of you guys would have to play the game which is no possible really, especially before release. I just like the differences in opinion at Giant Bomb and would like to see some contrast between two in the same review. I guess we can get that from the bombcast though.
