I do not think Capcom has ruled out an "SFxT Ultimate Edition" for consoles. They only stated that all future offers will be available as DLC for people who purchased the original game. Obviously it would be silly to allude to an UE now when their hope is to sell as many retail priced games and DLC packs as possible. We will probably not get a final comment on this until after the DLC has all been release.
What do you expect a new DLC character to cost? SSFIV costumes alone are $5 per set of 5 ($18 if you buy all 35 costumes but remember these discounted sets where not made available until after all the smaller packs were released). AE dlc, which added 4 new characters, was $15. A new character in KoF XIII, which is essentially an existing character with a different move set, is $5.
Based on the previews it definitely feels like new characters will be sold in pairs. My guess is each pair will run you $8 on day of its release with two larger sets of six, one Tekken and one SF, being sold for $18 each after all the characters are released. The absolute cheapest I see Capcom selling all 12 new character for is $30 and that is being very optimistic. For me it is almost worth waiting 9 mo. to see if there is talk of a special edition disc - which typically retails below the cost of new releases.

"There will be only one disc release of the game and updates will be via DLC. He said that, just like SSF4 and SSF4 AE, there will be an option for those with the updated DLC version of the game to choose the older version so they can play with those people (If you have AE, you can choose to play just SSF4). So, you still need the most updated version of the game to play with all the new features."
They seem pretty serious about there not being multiple versions of this game. As for the DLC prices it was leaked a while ago that the packs would most likely be 4 characters for $10. Who would be in each pack was leaked also, but none of that has been confirmed yet. It seems to be true though, since all the characters were the ones from the Vita version.
I'm going to assume that these are on the disk or something? The lack of narration at least implies that they're unfinished, so we can at the very least have an assurance that these 12 new characters are *probably* actual downloadables.

Yeah, I was thinking the same thing. In any event, I'm getting them all even if I won't seriously play any beyond Sakura and Bryan. XD
This is a tad odd. I mean it looks official and all, but the other character prologues had voice acting and a narrator, so I'm wondering what is up with these. Are they just here for promotion and then when the game comes out we'll get a real version?

Pac-man and Mega Man are on the 360 too so they will likely be DLC as well.

I don't see why Capcom would change how they've delivered their alternate costumes since SF4. It's most likely DLC.

Well, I guess they weren't lying when they said that there wouldn't be another disk... because all the characters are on the disk anyways. I'm kind of not surprised at this point.
It was already blatantly obvious that the Vita characters were all on the disc to begin with. The ESRB only rates content on the disc and their description gave Lei and Alisa away a while back.

oohhhh interesting.... so megaman and pacman are going to 360 as well, but that still doesnt necessarily mean they are tournament legal! a lot of dlc characters are banned from tournaments, have to wait and see what the call is...

It's a disgusting practice but I was planning on throwing money at this game for costumes or whatever anyways.

Capcom still continuing to be the shittiest developer/producer next to EA. I'll pirate or rent the game if I ever feel like playing a SF clone with some rehashed mechanics.
