The game with the most impressive textures.
I've no idea either, but I do know what multi-texturing is. Just imagine the poo effects in Conker's Bad Fur Day, and you have an idea of what multi-texturing (and probably parallax mapping) is.

You are both right. I think the problem is the premise of the OPs question is a little unclear. Textures are bitmaps... but the way the texture is rendered in a game can require so much more, involving multitexturing, normal mapping, light maps, reflection, blending, parallax mapping, HDR, shaders, anti-aliasing, filters, etc. "

Parallax mapping, such as the one seen in the OP example of PD Zero, always look very cool, but also very fake.
When it comes to actual textures, I think the most impressive game to date is Conquer's Bad Fur Day. What Rare did with the 2kb(!) of texture size in this game is incredible.
I would agree with everyone saying Crysis, but I'll set my PC fanboyism aside and say that Heavy Rain is shaping up to be a pretty impressive looking game. Mass Effect was also pretty awesome looking.

Gears of War 2 looks good from a distance but get close to a wall, personally I think it looks crap, well in multiplayer anyway I can't remember if the graphics are turned down a bit for multiplayer.
I think this is a hard question since some games do good looking textures at a distance and others do good looking close up textures.
Only game I can think of and played that has both is Crysis/Crysis Warhead, makes me want to play it now but I can't be bothered to download it off steam again.
