I think that the Weeping Angels from "Doctor Who" may take the cake on that. Beings that can only attack you when you aren't looking. When you are they are stone statues. And your only defense is to not blink or they will steal you very time from you. Also "The Siant of Killers" from the "Preacher" comic series gets mad props for being nigh immortal and having six-shooters that can kill the devil and god.

It's not particularly scary nowadays perhaps, but it's hands down the absolute best example of non-cgi special effect in my opinion (even besting Harryhausen's work imo) and the acting is in my opinion excellent, the cast conveys paranoia amazingly well, and it has one of the greatest most memorable quotes in any movie ever made (for me anyway)

It doesn't have a stupidly fast pace, but that's because it's not focused on action or jump scares, it's about the paranoia that overtakes the group, and watching it play out, and absolutely over the top, awesome special effects. I'd take this stuff over CGI shit any day of the week, even the good stuff, just, feels wrong.
Blair's freakout is another particularly memorable scene, and at the end of the movie you will realise why I feel The Thing is the scariest villain ever envisioned.
@h0lgr: Yeah, I definitely feel it holds up, I am a complete nutter for this movie I watch it at least once every two weeks. Can't get enough of it. The game wasn't great, but, it wasn't terrible imo.
Godamn Weeping Angels. Those things creeped me the hell out, until that last episode where they showed them moving. Then their scariness factor dropped like rocks!

I think that the Trinity Killer from Dexter and Jigsaw from the Saw films (the first 3 at least) are really good villians.
Trinity Killer because he is a sick twister m'er f'er hiding in plain sight and Jigsaw because he is a decrepit old dude who, again is a twisted fucker, but is behind the scenes in complete control of ever situations.
Also, I am pretty young, so I'm pretty ignorant of a lot of the best films and TV shows.
The scariest things are those we see everyday. After seeing The Birds, every time I see a telephone line with a long line of migrating birds, I get the "willies".
