To move the taskbar, make sure you have it unlocked by right clicking an empty space on it and see that "Lock the taskbar" is not marked, then just hold left click on an empty space on the taskbar and drag it where you want it to be.
Plain and simple. Slightly textured dark grey background I made. I've been using it for about two years now, I really like it even though it's nothing crazy.
