Grand Theft Auto V will take place in San Andreas. I am certain of this. Here is my reasoning:

The article suggests that the game will take place in Vice City because it resembles a poster seen in Vice City (Though it can also be seen in GTAIV). However, the color palette in the teaser featured in The Ballad of Gay Tony manual much more closely resembles San Andreas, as does the picture itself, which shows a volcano. Nothing of that sort was ever seen in Vice City, which was pretty much just a large, flat city. San Andreas featured Mount Chilliad, and this kind of landscape.
Clearly the "Five" in the logo is a reference to money, specifically the American $5 bill. Makes it seem as though money will obviously play a large role in the game, which would be a far cry from the "rags to slightly better rags" story of Niko Bellic in GTAIV. With that reasoning, the many casinos of Las Venturas seem incredibly appropriate here. Also, I'm hearing speculation that the "Five" featured in the logo is actually directly from an old version of the five dollar bill with an Indian on it (see post above). I don't know about you guys, and I don't intend to sound racist with this statement, but when I think of Native Americans, I think of casinos. They own the majority of them. People believe perhaps it suggests the main character will be a Native American himself, which I think makes San Andreas an incredibly appropriate setting for such a character.
Then there is this: http://www.gamespot.com/news/6302787.html?tag=latestheadlines;title;2 This article gives evidence to suggest that the game will have a Los Angeles setting... well, Los Santos was one of the locations featured in San Andreas. All of this adds up to be enough for me to feel pretty confident than GTAV must be returning to San Andreas. Plus, you know, the series is known for returning to it's prior locations in sequels. Consider me convinced!
Edit: Lastly, this is pure speculation, but I'd like to say that it's unlikely the game will take place in the past. Grand Theft Auto: San Andreas gave us a look at that state in the early 90s. I think this time around the game will be taking place in the present.
