Mike Haggar is a playable character in Capcom's 1989 arcade game, Final Fight. He was born on September 3, 1943 in Manhattan, New York. He is the Mayor of the game's setting, the fictional Metro City. In the pregame cinema, Mike Haggar's daughter, Jessica, is kidnapped by the Mad Gear gang, who demand that Haggar allow them to do as they wish in Metro City like the previous mayor. Rather than give in to their demands, Haggar wages a three man war against the Mad Gear gang with the help of Cody and Guy.

Once the game is beaten and Jessica is rescued, Haggar confesses to Jessica that he "thought he lost her like he lost her mother" implying that Haggar is a widower.

In terms of playing style, Haggar is the slow but powerful character. His style of fighting is grounded in professional wrestling, as his moves include a piledriver, a spinning lariat, and a suplex. Haggar is the most proficient character with the steel pipe weapon, and he can swing it faster than either of his companions should he pick one up during a stage.
