I think we have to know how much a game cost retail before we can properly judge. I mean I find it hard to believe that Steam would charge too much above retail. I feel we're only getting one side of the story here...
I didn't really like the book that much, it did too much explaining and not enough doing. Also the fact that a good half of the latter section is made up of him reading information from other books seemed terribly tedius to me.

Denoting RPGs in the concept name is clunky and unnecessary. Just denote that the concept is related to RPGs in the deck. "
I don't think that will do it, I think the genre name must be mentioned in the concept summary or else it will be abused again. After all when someone says "Real time combat" you don't think Fighting games, but they're listed there.
Well I'd say get Bayonetta now, since Darksiders is getting a 90 minute demo soonish, so that should hold you over till you can afford another game. Plus who knows maybe you'd hate Darksiders and the demo will save you money.
Wait you have to pay $100 out of your own pocket in order to turn in papers? That sounds like a pretty big rip-off especially when there's services out there like Safe Assignment that don't cost anything for the student.
