I can understand Jeff's attitude to some extent, but you can't fault the game for having a tutorial on its mechanics at the beginning.

First of all, I've gotta say that hearing Jeff and Ryan talk about boobs is almost more disturbing than watching 25 minutes of DOA: Paradise.
 
Secondly, I LOL'd really hard at "breast weasels."

am i the only one that thinks this (and the voleyball games before it to an extent) completely ruins the DOA franchise, to the point where a new fighting game just cant come out?

Fuck yeah!

The first Dead or Alive Beach Volleyball was honestly a sort of fun game, the volleyball was surprisingly fun, at least when playing with another actual person.  The dating sim aspect of it never did much for me but my girlfriend at the time got a kick out of wooing the ladies.  The 'gotta catch em all' aspect of collecting everything was a strong hook that I couldn't resist as well.  However, the second game was a total abomination and this PSP version looks to be about as awesome as an aborted fetus.

Actually, I think that the whole creepy ad campaign was Tecmo's response to some group or another's overreaction to the game's content.  Self-aware satire, I guess.

re: ESRB rating . The partial nudity thing apparently applies to the swimsuits.  ESRB doesn't mention anything more than that.  So I guess for all the super creepy guys watching this can return the game?
 
Ugh, what an awful game.   It's remarkable that these guys can make what are essentially PG-13 hentai games and still get respect in the games industry.  But I guess that's just how Japan operates.
