Instead of this RA3 thing why not make sure Tiberium Wars work properly first? There is no SDK for the Kane's Wrath expansion and there are still bugs and balancing to be done. Blizzard are still supporting their old games and that is why people still play them. EA seem to have the  yearly releases mentality, a couple of patches and then forget that the game ever existed and start a new game...I love the C&C games, I just wish EA loved them as well...
