I'm sure this has been discussed somewhere before, if not on some games website, because it's obvious the number 4 (or IV) is the most powerful number in gaming. Even if the game in question isn't actually the 4th iteration, somehow just having that number in the title makes a game AWESOME! The proof:
Call Of Duty 4 Resident Evil 4 Metal Gear Solid 4 Street Fighter IV Elder Scrolls IV: Oblivion Project Gotham Racing 4 Grand Theft Auto IV Civilisation IV Silent Hill 4: The Room (the last good Silent Hill) Shin Megami Tensei: Persona 4 Left 4 Dead
The list goes on. Even some lesser examples are still good games, such as:
Devil May Cry 4 Gran Turismo 4 Dead or Alive 4 Quake 4 Virtua Fighter 4 Tekken 4
So it seems the number 4 is a powerful talisman for great games. Despite this fact, the highest rated game on Metacritic is Legend of Zelda: Ocarina of Time with 99/100 and the 5th in the series. Oh well.
Elder Scrolls 4 is definitely not the best Elder Scrolls game, Sillent Hill 4 was nothing but a disappointment. Naming DMC4? that's...surprising seeing as how bad that game was.

What are you talking about? That game had the most polished combat I have ever seen in an action game, great boss battles and awesome graphics(both technically and when it comes to style). Sure, maybe it doesn't live up to it's predecessors, but anyone calling it a bad game must be out of their mind.

I would agree that 4's are very prominent in the titles for good games. I don't think they are intentional or anything, but with titles like GTA IV, MGS4, RE4, COD4, and SFIV sharing this subtitle, there is some truth to that.

Since we are all voicing our opinions about games on his list, I'll step in and say I loathe CIV and believe Civ3 was and is better in every single way.

Mother 2 and Mother 3. No 4, and those two games are considered to be two of the best RPGs ever made. I have a feeling that a Mother 4 would ruin the series, thus falsifying your hypothesis.

It's a silly argument, but I thought I'd play along.
I'm sorry, but it was at that point I realized the game was awesome. Ridiculous cut scenes, ridiculous bosses, and interesting and fun move sets and weapons made a fun game for me.
