Underrated Games
"I liked SSX Blur, which got very mixed reviews. I kind of liked the Mission Impossible game for the N64 (which I recognize as an awful game...lets call it a guilty pleasure)."
I have very fond memories of playing Mission Impossible for the 64 when I was young. I have also played Superman 64, but even as a kid I remember that game being awful.

But for I would have to say The Legend Of Dragoon, very underrated rpg which deserved a lot more sales and better reviews imo.
SSX 3 was a fantastic game, I loved that. But I wouldn't call it underrated.
I'm gonna go with.. Stranglehold. The John Woo/Max Payne crossover game of your dreams!
What it lacks in substance, it makes up for in sheer mindless killing through the use of decent, if repetitive, mechanics. Great stress reliever.
SSX Blur
Wave Race 64 and Blue Storm
Excite Truck
Capcom Vs. SNK 2 EO
Pepsiman
Super Mario Strikers (the best Mario sports game imo)
Stranglehold
Fire Emblem: Radiant Dawn
Endless Ocean
Sonic and the Secret Rings
Sonic Heroes
Earth Defence Force 2017

I really liked Marvel Ultimate Alliance, it got pretty good reviews from various sites but nobody has seemed to have played it.
I think what I remember most about XIII is that the story was genuinely intriguing for those who hadn't read the comic, and the visual style was pretty gorgeous -- especially in the framing of events in comic book style.
It was kind of like The Darkness for the last gen in a way? Not technically a brilliant shooter, but good style/graphics/story.
Damn I want to buy that game again now. Bet its real cheap too.
Black Hawk Down on the original Xbox.
King of the Hill multiplayer in that game was one of the most amazingly fun things I ever played. It had teams of like 25 people each all going for the same hill. It was insane.

Amazingly huge maps too if I remember right.
Spiritual predecessor to Joint Operations, wasn't it?

Whereas most people think that the cover system started with Gears of War, there are 2 little games I like to call Winback and KillSwitch. Two great games, each one with a cover system.
The Simpsons Game, lol. Also Ratchet And Clank FTOD (Gamespot = 7.0!?) Mirrors Edge (Great but super short)
Rune: Viking Warlord on the PS2. I wouldn't even say it's underrated since it's terrible. I still like it though.
