Yes, if you think of them as "potato chips" then Pringles are considered chips. They are not fried, but they are still potato chips.

You know, this is a good question. I've never really thought about it in this sense. I've always thought that "Pringles" are well "Pringles". Nothing more nothing less. But now upon farther reflection of what an actual Pringle is, I would indeed call it a chip.

Pringles are not made from potatoes, although I guess there is some potato material in them, but it is not legally enough to be considered a potato product.  I would still consider them chips though.
 
There was a legal dispute over this in the U.K. recently.  Eventually, rationality won out and they were deemed chips after overturning a lower court's decision that they were not chips.

Yeah, supposedly it's made of less than 50% potato product. I think they put corn & other grains & products in there too. So if you want to be technical about it, Pringles are "potato crisps" or "potato snacks". But rationally, they're potato chips.

No, as much as I like Pringles, for me a potato chip needs to be sliced from a whole potato and then deep fried.  Anything else is only a pretend chip.

So would we not consider cheetos or doritos chips? I would say its easy to say they are not potato chips but chips overall, any definition excluding pringles would exclude cheetos, tortilla chips, doritos...

Not according to the USFDA. Also potato chips are made from sliced (chiped) raw potato. Pringles are made out of dried potato flake (old McDonald fries) mashed into a paste, rolled into a log, sliced and cooked.
