Would you not consider the 1000 journals project to be some form of art?  I always consider anything that someone creates with the view to inspiring and provoking thought and/or debate could be considered art. Whether or not it achieves this via user interaction or not seems kind of irrelevant to me. "

Art is almost impossible to define. I can't see forums fitting into any common used understanding of art though. It could potentially become art, but I don't think forums in general are.
