While clearly the biggest issue here is that an eight year old had access to a loaded gun, it's also pretty irresponsible to let a kid that young play GTA IV. All around bad parenting.
Only if you have lots of money to blow, as even though the system is on sale you pretty much need one of their ridiculously overpriced memory cards in order for it to function. If you do get one though, go ahead and get Ps+ as well as they give away 2 "Vita" games a month on there.
Uncharted 2 just has much more fluid combat, the enemies aren't ridiculous bullet sponges, and the aiming feels a whole lot better and is a lot better. That's probably the main reason Uncharted 2 is looked upon much more favorably than Uncharted 1.
From ready your post it sounds like you should just be patient and then get one of the other two next gen consoles whenever you can. I don't think I've heard of anyone who has said "I'm so glad I got my WiiU for all the great third party games it has!!!". If you don't think you'll be interested in Nintendo's first party offerings then I highly doubt you'll be satisfied with the WiiU. There's still tons of great games from this generation that you haven't tried, be patient and don't just upgrade cause you feel like it.
